New plan for U.N. budget

The United Nations General Assembly’s administrative and budgetary committee has recommended, experimentally, substantial reform of the world body’s budgetary system, providing for biennial budgets from 1974 onwards, and a four-year plan covering anticipated activities and expenses. Since the inception of the United Nations, annual budgets have been submitted by the Secretary-General. Another change recommended would require the breaking down of proposed appropriations into individual requirements of the main United Nations organs and departments. At present, the budget is organised mainly by objects of expenditure, such as staff salaries, equipment costs, and supplies.
