SAIGON, Oct. 29

The Viet Cong today accused the United States of sabotaging the agreement with Hanoi to end the Vietnam war and charged it with wanting to prolong the conflict. A statement by the Communist Provincial Revolutionary Government, broadcast by Liberation Radio, called on all South Vietnamese people under Saigon’s control, including troops, to demand that the United States sign the draft agreement with North Vietnam on Tuesday.

“You know that a draft agreement to end the war and bring peace to our people and our nation is ready to be signed,” said the broadcast. “But the Americans and Thieu continue to be stubborn and therefore you are forced to continue to kill for them.”

There is pressure from the Soviet Union too.

In Moscow today a leading article in “Pravda” dismissed the idea that President Thieu could block a peace settlement and appealed directly to Washington not to let the chance of ending the war slip by.
