‘lnflexibility’ by Russia
(N.Z.P.A.-Reuter—Copyright) TOKYO, Oct. 26. Japan will need “further contacts” with the Soviet Union and mutual understanding to settle a controversial territorial issue, says the Japanese Foreign Minister (Mr Ohira). He was speaking on his return from a tour of Australia, New Zealand, the United States and the Soviet Union. The Russians strongly desired a peace treaty, but were not in the least flexible towards Japan’s claim to four northern Pacific islands in Russian hands since the end of World War 11, said Mr Ohira.
They maintained the stand that Moscow would return only two islands—Habomai and Shikotan —to Japan after conclusion of a peace treaty. There was no difficulty on economic co-operation, however, he said. And Japan would not hesitate to cooperate in individual projects if these were found to be beneficial.
