Fears for talks

An African Minister’s claim that he had been snubbed on arrival at a London hotel jeopardised moves today aimed at persuading Uganda to extend its November 8 deadline for the expulsion of Asians. Zaire’s Foreign Minister (Mr Nguza Karl-I Bond) threatened to go home without having talks with British Ministers on Uganda after complaining yesterday about a mix-up over the hotel room reserved for him not being ready.

President Mobutu Sese Seko wa<= reported to have decided to recall immediately his Foreign Minister from London because of an “affront” by the British Government.

The British Government is expected to make renewed efforts today to smooth over the incident so that scheduled talks between Mr Nguza and Ministers can go ahead this week. The British Foreign Secretary (Sir Alec Douglas-Home) has already personally apologised to Mr Nguza.

The Secretary-General of the Organisation of African Unity (0.A.U.), Mr Nzo Ekangaki, is expected to begin talks today with the Tanzanian Foreign Minister (Mr John Malecela) over the conflict between Tanzania and neighbouring Uganda.
