British trade unions faced two ways today in a conference vote on attitudes towards registration under new. industrial relations legislation; After angry debate, the 10,000,000-strong Trades Union Congress in its annual conference, approved a resolution that unions should be “instructed” not to register while also voting for an official T.U.C. report which “strongly advises" unions against registration. Amid jeers, the conference chairman, Lord Cooper, said that he found the two votes rather confusing. But he appeared to give precedence to the resolution instructing against registration. The debate on registration exposed sharp divisions within the labour movement. Some unions, fearing loss of tax privileges if they did not register, have already indicated that they plan to fall into line.

The drive against registration is being led by the two biggest unions, the engineers’ and the trapsport workers’. With a total membership of three million.
