CURBS ON COUNCILS

Action to curb the powers of local authorities will be sought by the New Zealand Master Builders’ Federation and the Building Research Association of New Zealand. This was decided in Christchurch yesterday during the federation’s national housing convention.

The decision was a direct response to the recently imposed requirement of the Waimairi County Council that all new houses have a minimum degree of insulation.

Mr W. A. Subritzky (Auckland) and other speakers made it clear they were not opposed to incorporating insulation, but were strongly opposed to having to incorporate it unless the Government was prepared to allow loan extensions to cover the extra cost.

They expressed concern at the power of local authorities to decide on mandatory extensions of national building standards—extensions which

might or might not be sound. Mr P. V. Hansen, of the Building Research Association, said the Waimairi County Council’s action had been taken on a completely unscientific basis. There was no evidence that insulation would effectively reduce pollution, whereas real progress might have been made, he said, by requiring open fireplaces to be designed to use smokeless fuel.
