Decorated footpaths

No flowers for Mrs Tripp . . . that is the verdict of the Mount Eden Borough Council after it rejected a petition by 779 residents at this week’s council meeting. The decision was reached in spite of a favourable report forwarded by the borough engineer, Mr P. C. McCormick, laying down guide lines for the control of decorated pavements. In October last year Mrs S. M. Tripp painted daisies on the footpath outside her Dominion Road, Mount Eden shop.
After she refused to remove them, council workmen tar-sealed over them.
In his report, Mr McCormick said there was no real objection to decorated pavements provided decoration was carried out "in such a manner as to be aesthetically acceptable to all persons . . . not interfere with any person’s use of the public area ... be effectively maintained and repaired . . . did-not unnecessarily increase the costs to the local authority out of proportion to the benefits obtained.”
Mr McCormick specified that no advertising should be included, and that an annual licence fee be required to cover the costs of administration.
The council received Mr McCormick’s report but decided that the existing bylaw should be upheld.
