, ‘Russian sub i oxi way’ (N.Z. Press Assn.—Copyright) MIAMI, Dec. 6. Radio Havana announced today that another Russian naval fleet is en route to Cuba. The broadcast, monitored in Miami, said that a Russian submarine, a submarinechaser and a tanker would arrive in Cuban waters on Monday, and would remain in Cuban ports until December 23. The broadcast gave no other details. The recent visits by Soviet Union naval units to Cuban ports has given rise to speculation that Russia is building a submarine base at the port of Cienfuegos, on Cuba’s southern coast. The Soviet Union has denied that there are grounds for such speculation. An official report from the Moscow news agency, Tass, says that the three vessels will be “making business calls, under an agreement.”
