I The Prime Minister said I the council's first undertaking would be to follow up the recommendations, numbering more than 150, agreed: to adt the May conference of the Pttysical Environment Conference. The council had been structured to provide the views, experience and knowledge from a-wide cross section of the community, the Prime Munster said. Terms of reference for the council wenes— To keep under review the objectives of preserving and developing quality of the ertriraanent established after the conference on* physical environment; the policies, measures and resources necessary for their attainment; the effects on the envirorunent of the programmed suggested by other ND.C. sector councils. To advise the appropriate Ministers and the National Development Counci! on changes winch may be required from time to time to the objectives and to the poficies, measures and resources required for their attainment; including- the status* and powers of the Environmental Council itself; 1 any matters concerning i the efficiency in use of I resources required to * maintain, preserve, and 1 develop a high environmental standard; any other matter which may i be referred to it from
time to time or which it may consider merits its attention. The council’s terms of reference also require: it to co-operate with the National Development Council and its secretariat as necessary to ensure consistency between the national targets and objectives, and the objectives within the physical environment.
