(N.Z.P.A.-Reuter—Copyright) WASHINGTON, Nov. 19. A new political row over the Indo-China war seeemd in the making today as Congress studied President Nixon’s request for substantial new military and economic aid for Cambodia. Problems also loomed over the President’s decision to link aid to Cambodia and other countries with weapons assistance to Israel, and to ask Congress to vote on the entire package, not piecemeal. Observers said that the President appeared to be Dying to help the controversial Cambodian aid programme by binding it to the politically acceptable programme for Israel.
