TWO-STAGE WITHDRAWAL

New Soviet proposal (N.Z.P.A.-Reuter) MOSCOW, Oct. 1.6. “Pravda” suggested yesterday that peace could begin in the Middle East when the first part of a two-stage Israeli withdrawal from occupied Arab territories was completed. In its clearest statement of Kremlin peace - proposals since January, the Communist Party newspaper also left open the possibility of United Nations peace-keeping forces surrounding Israel.. Although the over-all proposals differ little from earlier Soviet ideas, diplomatic observers saw it as significant that the Kremlin chose to publish just before the Soviet Foreign Minister (Mr Gromyko) meets the United States Secretary of State (Mr Rogers) in New York. Two pillars of the Soviet position on a Middle East settlement remain unchanged —that Israel must withdraw to its pre-1967 War frontiers, and that every country in the region has a right to existence.
