Canadian Diplomat
The new Canadian High Commissioner to New Zealand, Mr J. A. Dougan, will arrive in Wellington tomorrow to take up his post. He succeeds Mr R. M. Macdonell Mr Dougan, who is 49, was a Rhodes Scholar in 1948, and joined the Canadian External Affairs Department the next year. His overseas postings have included second secretary in Lima in 1951, first secretary in Colombo in 1956, first secretary in Canberra in 1958 and Charge d’Affaires in Montevideo in 1964. Mr Dougan was also acting Charge d’Affaires in Lima in 1953, acting High Commissioner in Colombo from 1957 to 1958, and acting High Commissioner in Canberra in 1960
He comes to New Zealand from Georgetown, Guyana, where he has been High Commissioner since 1967.
■ During World War IL Mr Dougan served in Sicily, Italy and northern Europe. He Is married and i. has four children.
