Complaint About Late Use Of Halls
Many complaints ov«r a long period had been made about functions at the Linwood Rugby League Club’s hall in Olliviere Road which continued after midnight on Saturdays, it wag reported to the City Council last evening. *
The public building licence for the hall was conditional on .activities ending at mid night on Saturdays, the by laws committee reported Steps had been taken to have the club employ a permanent caretaker, but he had not always been successful th his attempts to have the hall cleared by a reasonable time A resident complained that every Saturday night in June the main body did not leave the hall until 1 a.m. on Sun day, with shouting and blowing of horns. On July 4-5, activities went on until 1.30 a.m., and persons used hedges as toilets. The persons cleaning up the hall did not leave until 2.30 a.m., creating a tether disturbance.
The council decided that, as the situation had further deteriorated since the club was warned last year, it would have no option but to withdraw the public building licence if further complaints established that functions did not end at midnight The council also decided to warn the Papanui Rugby League Club of complaints about late functions in its hall tn sawyers Arms Road Several letters from nearby residents had been written to the council, it was reported, about the proposed extensions to the hall and expressing concern at toe possible more frequent use of toe ball in toe form of a cabaret.
In 1962, the council had decided that the hall was a conditional use in a rest dential A zone, and approval had been granted provided that no functions Would be permitted that caused a nuisance, or caused any undue disturbance to neigh hours.
The council decided to oppose the extension of toe club's present public building licence, and that if the Club did not comply with the conditions of toe existing licence the council would have no option but to withdraw it Cr L. G. Amos said it was peculiar that it was only two league club halls that were complained r.bout out Of all the sports halls in Christchtirch, The Deputy-Major (Mr H. P Smith) said there had been complaints about another hall, run by a Rugby club, bu' not in recent months.
