BRANDT’S HOPES

The Left-liberal coalition Government in Bonn, yesterday said that it wanted to send an all-party mission to Moscow for the projected nonaggression pact negotiations with the Soviet Union. This was the only new development in the government’s preparations for the negotiations to emerge from a press conference called by the Chancellor after a two-day special Cabinet session covering the whole range of the coalition’s policies. Mr Brandt, flanked by the Foreign Minister (Mr Walter Scheel) and the Economics Minister (Dr Karl Schiller), defended his administration against opposition charges of indecision after defeats in local elections. Although the Government did not set a date for the formal opening of the negotiations with Moscow, Mr Scheel told reporters after the press conference that if all went well he would be ready to make the journey at the end of this month.
