Water Price Fixing
The establishment of an ; independent tribunal to > decide charges for irrigation water on a eoat-return 1 basis to the farmer—linked I to the economics of his : operations—has been put ; to the irrigation committee of the Water Alioea- ■ tion Council by a South I Canterbury irrigator, Mr A. : W. Hurst, as worthy of : consideration. As it was apparent from 1 the report of Professor J. i D. Stewart, of Lincoln Col- ’ lege, and later studies, that ; the short term benefit of ; irrigation to the fanner ’ was very small or non-
existent but large and almost immediate to the nation and district, he suggested that the present basis of water charges should be altered so that the nation carried a greater share for the benefit it received. This would encourage more development and greater production by farmers. The Redcliff Irrigation Association proposed that water charges could be determined by a cost-benefit study, with a periodic review being made to take into account fluctuations in prices for farm products.
