, Sir, —The Mayor of Christchurch, Mr A. R. Guthrey, thinks that the merger of ilocal bodies in the Christ-', •church area would result in |the more efficient use of rates,' material, and staff. He says that mergers in business had demonstrated this. The existing local bodies of Christ-; i church are inefficient because the professional staff employed by them have not ,been trained as administrators and the elected members; •of the local bodies in many cases have little or no understanding of the work being, carried out. Training of exist-! Hng professional staff in administration and a complete; overhaul of the local govern-; ment electoral system will bring about efficiency, and; [then the framework will have 'been prepared for an efficient Greater Christchurch Council.! —Yours, etc., G.M. ; February 11, 1970.
