Roles Change In Vietnam

A clear difference in the battle tactics of the Americans and the South Vietnamese has emerged in the last month, the United States forces playing an increasingly passive role and the Saigon troops becoming more active. The change is reflected in last week’s casualty figures, which show that American battle deaths fell to 95, the lowest level for more than two years, while Government casualties increased to 308. General Earl Wheeler, Chairman of the United States Joint Chiefs of Staff, has defined the present United States strategy in Vietnam as in line with a marked change in Viet Cong tactics. The Viet Cong switched its emphasis early this year from large-scale ground offensives to small-unit commando attacks and shellings, designed to inflict the maximum casualties while conserving guerrilla lives and resources.
