Hanoi said today that President Nixon’s latest “piecemeal withdrawal” of 35,000 United States troops meant nothing when compared with the half a million Americans in South Vietnam. A North Vietnamese statement broadcast in Vietnamese by Radio Hanoi and the Viet Cong’s clandestine Liberation Radio said that the United States must withdraw all its troops unconditionally if it wanted to end the war. The statement urged the Americans to reconsider the National Liberation Front’s 10-point peace solution, which called for a provisional coalition government to organise free elections in South Vietnam.

In the United Nations, the Soviet Foreign Minister (Mr Gromyko) said that it would be at variance with reality for the United States to think it could obtain at the parts conference table what half a million soldiers had failed to achieve. .
