Israel Rejects U.N. Motion Of Censure

NEW YORK, July 4.

Israel has rejected a Security Council resolution strongly censuring her for her moves to annex all Jerusalem.

The Israeli Ambassador (Mr Yosef Tokoah) said that the resolution, which also called on the Israelis to rescind immediately the measures they had already taken in Jerusalem, could not affect the city’s life.

“Life cannot stop in Jerusalem,” he declared. “Life will not stop in Jerusalem. It will continue as it has in the last two years since Jerusalem’s rebirth, and reunion for this is the will of the people; and this is the historic destiny of that dty.”

Mr Tokoah was speaking minutes after the council, late last night, had adopted the resolution, which was sponsored .jointly by Pakistan, Senegal and Zambia.

The resolution was in milder terms than a draft which these countries had canvassed on Wednesday with Algeria and Nepal, and to which the United States and Britain had objected. The United States joined all

’l4 other council members in ’voting for the weaker resolution, but abstained in a separate vote on a paragraph for the rescinding of measures already taken. The council also called on Israel “to inform the council ’without any further delay of its intentions with regard to ! the implementations of the ’provisions of this resolution.” It said that if there was a negative or no response from Israel, the world body would be reconvened to consider what further action should be taken.

Mr Tekoah poured scorn on

the Arab States and some other opponents of his Government’s policies who had spoken in. debate. “What is Israel and the world to think of a resolution adopted at the instigation of such States?” he asked.

Jordan’s ambassador (Dr Muhammed El-Farra), said after the adoption qf the resolution: “Israel more than ever before stands alone.” Denouncing Israel’s rejection of Security Council resolutions on Jerusalem; Dr El-Farra said: “Sanctions are now the only remaining possible solution to put an end to Israel’s arrogance.” The council, he added, should think seriously of invoking Article 41 of the United Nations Charter, which provides for economic and diplomatic sanctions to ensure compliance with United Nations decisions.

Explaining the United States vote, the American ambassador (Mr Charles Yost) said that the paragraph calling on Israel to rescind the measures she had already taken in Jerusalem was inconsistent with the cleat language of the preceding paragraph, which confirmed that those measures could not change the status of the cityl.

He added: “In supporting the resolution, my Goverpment wishes to make it clear that it does not consider itself committed to any specific course of action during any future council consideration of this issue.”
