New District Scheme For Rangiora Borough

An increase of almost 500 per cent in the amount of land to be zoned for industrial purposes, and the zoning of nearly half the area as residential to cater for an estimated population of 6000 in 1986, are contained in the Rangiora borough district scheme, which was published yesterday.

The total area of the Rangiora Borough is 877 acres; under the district scheme, 394 acres (270 acres at present) will be zoned residential; 17 acres giving 6000 ft of shop frontage (seven and 2250) for commercial; 50 acres (11) for industrial; and 84 acres for farming use. Between 1956 and 1966, the borough population increased from 3150 to 4117. It is expected to reach 5400 in 1977 and 6000 in 1986, without any alterations to boundaries. Areas within the district to be zoned for residential, commercial, industrial, and rural

purposes have been calculated to provide for all the needs of the borough during the "planning period," which will end in 1986. Compatibility. Aim Future building and developments will be directed to avoid indiscriminate mixing of incompatible uses, economise in the servicing of the district, maintain the stability of individual property values, and maintain and provide facilities appropriate in each locality. Forty-two acres are set aside for recreation and open spaces, both public and private. Public schools, civic buildings, cemeteries, and other land used for civic, cultural and community purposes occupy another 36 acres.

Land owners will be encouraged to provide and maintain open spaces "for purposes of value to the community.” Land used by sports clubs is in this category. These open spaces are regarded as important in the life of the community.

To avoid confusion and Inconvenience to traffic arid pedestrians by the loading or unloading of bulk goods across footpaths and through the front of shops, service lanes must be provided wherever possible for access to the rear of commercial and industrial properties. New streets will be designed in a layout to cope with the likely frequency of traffic during the planning period. Through streets will be wider, straighter, and more heavily constructed than those for local traffic. The traditional 66ft will not be applied universally; streets in areas zoned permanently residential and carrying little traffic, may be no wider than 40ft with safety and economy, says the report at the scheme plan. Property owners in areas devoted to commerce or industry may be required to provide adequate parking and loading space on their own properties to reduce vehicle congestion.
