Relaxation In Spain

General Franco’s National Movement has approved regulations allowing political associations in Spain for the first time since the 1936-39 Civil War.

But they will be controlled by, and established within the framework of the National Movement, which, in theory, is open to all Spaniards, but still dominated by blue-shirted Falangists. Most Government supporters see the associations as an attempt to provide a channel through which public opinion will be able to influence Government decisions, while avoiding a return to political parties. Critics, however, claim that they will be too closely controlled, and it appears unlikely that Spanish liberals will be willing, or able, to form associations providing a genuine legal opposition to General Franco’s Government.
