TOKYO, July 3. North Vietnam announced today that to mark America’s Independence Day tomorrow, it had decided to release three American captives and allow others to receive gifts from their families. The Hanoi Radio announcement to this effect marked the first time that the Communists had taken the initiative in such matters. The past release of United States captives from North Vietnam had been in the form of prisoner-exchanges. Last Christmas Day. the Viet Cong in South Vietnam released three American soldiers who had been captured in guerrilla ambushes around Saigon. One of them died later.
