COUNCIL WARNS DOG OWNERS
After a number of complaints, the City Council had issued notices to ail owners of dogs in the Southshore area, appealing to them to maintain better control over their pets, the chairman of the parks and recreation committee (Mr P. J. Skellerup) said last evening in a statement
He said that complaints had been made to the council recently expressing concern over the disturbance to bird life on its natural feeding grounds in the Estuary. In addition, the continual barking of dogs eehoed across the water, probably amplified on the cliffs on the Shag Rock side, to the annoyance of many residents. “It must be pointed out that most dog owners do maintain reasonable control and only some three or four dogs are allowed to run wild. Two of these owners can expect to receive a warning of pending prosecutions under Bylaw No. 50 if the warnings are ignored, as information has been laid against them,” said Mr Skellerup.
The by-law said quite clearly that any person who failed to keep a dog under
proper control was liable under conviction to a fine of $lOO. Where the offence was a continuing one, a further fine not exceeding .$lO a day might be imposed. “The penalties also apply to convictions for leaving litter and having noisy motor vehicles, including go-karts. There is evidence of rubbish being dumped, including old cars, and go-karts have been used in the area, adding to the noise problem of residents both at Southshore and at Clifton. “The council has no wish to be unreasonable, but it will not tolerate repeated breaches of its by-laws, which have been created in the best interests of all the people. Anyone offending should take heed and practice good citizenship, or prosecutions will surely follow,” Mr Skellerup said.
