Prisoner Paroled From Life Sentence
(New Zealand Press Association) WELLINGTON, May 15. One inmate imprisoned for life was paroled by the Prisons Parole Board last year.
The annual report of the board, tabled in Parliament today by the Minister of Justice (Mr Hanan) said that 18 persons sentenced to life imprisonment were considered for release on parole. In all, the board heard 130 cases for parole or discharge, or variation of probation. Favourable recommendations were made in 45 cases. Restricted employment opportunities available to parolees on release are cited in the Waikeria Borstal parole board's annual report as possible reasons for an increase last year in the number of youths sentenced to a second term of Borstal training.
The board’s chairman, Mr A. A. Coates, S.M., said in the
report: “A matter for comment is that in 1968 more persons were sentenced to a second term of Borstal training than in any previous year within my experience as a member of this board.” Mr Coates said the board was always concerned to know what prospects a trainee had for obtaining employment and accommodation when considering him for release. “Unless he settles down to steady employment soon after his release be can easily drift into further offending, despite the best efforts of a willing and helpful probation service,” Mr Coates said. The pre-release hostel could play an important part in helping the trainee to re-enter the community.
