The 33 new cardinals who will be invested in a consistory today will swear a new oath of secrecy on confidential Vatican instructions or information. The new oath has been injected into the cardinal's traditional vows during an extremely sensitive period for the Church, when an indiscretion or a deliberate leak could lead to more turbulence.
An example was the publication in the United States of a secret report by Pope Paul's birth-control advisory commission, which revealed that the large majority urged him to permit contraception. For many Roman Catholics this knowledge mad- the Pope's final ban far more difficult to accept. With the new appointments, the number of cardinals reaches a record 136 Only eight of the new cardinals are Italians, compared with 12 at the last consistory, in 1967. Eleven are from developing countries, compared with three last time, reflecting the Pope's desire to make the Church international. One of the new cardinals Is the Archbishop of Wellington (the Most Rev. Peter MeKeefry).
