SAN FRANCISCO, March 12. A Federal judge has made a new approach to the punishment of draft resisters by offering one demonstrator his freedom if he keeps his opposition to war to himself. Judge Lloyd Burke told Emil Kangas, aged 21, who tore up his draft card last November and threw the pieces at the United States Attorney-General, that he need serve only four months of a three-year prison sentence.
The only conditions were that he should live alone, unless probation officers took part in selecting his living companions, and that he should renounce demonstrations and other activities against the draft system. Kangas accepted the offer.
