The West Berlin Senate and the West German Government should be prepared to modify their policies towards East Germany, an advisory committee of the City Senate has recommended in a report just published in West Berlin. West Berlin, a bone of contention in East-West relations for 20 years, should maintain practical ties with West Germany but should also seek an accommodation with East Germany, the report says. The 572-page report, prepared by five social and political scientists, has appeared at the height of a Soviet East German campaign of propaganda and retaliation against West Germany’s plans to hold its Presidential election in West Berlin on March 5. One of the recommendations is that the holding of elections in West Berlin should gradually be eliminated.
