The Negro Congressman, Adam Clayton Powell, has announced a “back door” plan to regain his lost seniority in the House of Representatives. The 60-year-old flamboyant Democrat from New York’s predominantly Negro district of Harlem regained a seat in the House on Friday after exclusion for nearly two years for alleged misuse of payroll and travel funds.

He was ordered to pay a $U525,000 fine and lost his 22 years of seniority in the House before being allowed to regain ixis seat.

Speaking at a press conference in the Abyssinian Baptist Church where he is a pastor, Mr Powell said his plan was to make a resolution proposing the establishment of a task force to study poverty programmes in the United States.

He explained that a Congressman making a resolution is ordinarily made, chairman of the project and “seniority doesn’t mean anything unless you are chairman of a committee or a party leader.”
