American military officials said today there were strong indications that North Vietnamese troops were moving towards Saigon and assembling just north of the capital. The officials said they were basing their estimates on a repetition of the patterns established by the guerrillas immediately before the January and May offensives against the South Vietnamese capital.

Intelligence estimates places the number of North Vietnamese troops in the provinces bordering Cambodia, north-west of Saigon, at about 40,900, they added, and troops of the United States Ist Air Cavalry Division had been experiencing “brief but violent" clashes with the guerrillas along the major infiltration routes towards the city. The advancing North Vietnamese troops were well equipped, dressed and fed.
