YACHTING BY-LAW
Confirmation Delayed
Confirmation of a by-law on yacht moorings and charges was deferred by the Lyttelton Harbour Board yesterday after Mr F. I. Sutton, the deputy chairman, had said the board was only in part working order and that new members should be given a chance to become acquainted with the problem.
Other matters affecting yacht moorings, including a request by the Banks Peninsula Cruising Club for a joint committee to discuss moorings and make recommendations to the board, were referred to the ways and means committee, and the chairman (Mr L. G. Amos) said club representatives would be invited to the meeting. Mr Sutton first proposed that the by-law be deferred for four months. “This has been before the board on several occasions,” Mr A. A, Macfarlane said. “It is business we should have cleared up before the last board. It is reasonable to allow one month’s delay but not reasonable to give any more.”
The general manager (Mr A. J. Sowden) said the club had made submissions on the by-laws and amendments had been made where possible. The club had been advised that the by-law would be considered by a special board meeting yesterday, but there had been no further communication. Mr G. Burns, a new member and a yacht owner, said he had been handed a legal opinion which said that no member who had moorings could take port in the discussion or vote on the matter. An amendment to Mr Sutton’s suggestion and proposing that the by-law be considered next month was adopted by seven votes.
