MR H. G. HAY, who topped the City Council poll for a second time on Saturday. Mr Hay, who has been chairman of the town hall and library committee, was at the top of the list nine years ago when he was first elected to the council. He is establishing a family tradition. His father. Sir James Hay, served on the council for nine years and topped the poll twice.
