SANCTIONS ORDER OBSERVED

Luxemburg has joined the growing list of countries which have notified the United Nations they are observing the Security Council’s order to apply comprehensive economic sanctions against Rhodesia.
The Luxemburg Ambassador (Mr Andre Philippe) said in a letter to the United Nations Secretary-General (U Thant) that his Government had stopped all trade with Rhodesia except for the few items still authorised by the Council’s resolution of May 29, which is mandatory on member-States.
Mr Philippe added that Luxemburg did not recognise Rhodesian passports and
denied entry to holders of them.
Of the countries which have replied so far to U Thant’s request for details of the steps taken to enforce sanctions against Rhodesia, none has defied the Council order.
South Africa and Portugal, which have issued statements elsewhere asserting that they will ignore the council’s resolution and continue to trade normally with Rhodesia have not reaffirmed this position in any public expression or document in New York.
So far, neither Lisbon nor Pretoria has replied to the Secretary-General’s memorandum.
The following is the list of countries, including some non-members of the United Nations, which have responded:
