She is shown taking the oath of office as Administrator of the Bureau of Security and Consular Affairs. Her brother, Judge James Watson, administers the oath while the Secretary of State, Mr Dean Rusk (middle), looks on. Miss Watson, aged 49, has served at attorney on the New York City Board of Statutory Consolidation and as executive director of the New York City Commission to the United Nations.
