NEW YORK, August 26.
The “New York Times” has attacked France in an editorial for her explosion of a hydrogen bomb in the Pacific. “Deterrence requires an invulnerable second-strike force which could survive an enemy’s first strike and, in retaliating, penetrate the foe’s missile defences to inflict unacceptable damage,” it says in an editorial. “France is many years from that capability, with no assurance that it can be achieved at all.
“The tragedy of the French effort goes beyond its large costs, at a time when last spring’s near-general strike showed the need for more useful expenditures. Even more damaging is the influence of the French example in tempting West Germans. Japanese, Indians and others to emulate Paris’s unwise policy.” .
