Big companies with financial backing were able to “sit on the sidelines” then move in when a small company had a development idea, he said. Sir Harold Raggatt, the former Secretary of the Department of National Development, is now a director of Ampol Exploration and a consultant to the B.H.P. company.

He was giving evidence before the Senate Select Committee on off-shore petroleum resources in Australia.
