McGovern’s Plan

WASHINGTON, August 19.
Senator George McGovern, seeking the Democratic Presidential nomination, proposed today cutting United States troop strength in Vietnam in half and ordering the troops not to engage in any offensive warfare, United Press International reported. Senator McGovern, who earlier proposed ending the draft in favour of an allvolunteer, higher-paid army, told a news conference that would be the main testimony he would present tomorrow to Democratic Party platform writers.
“We have got. to end the war now,” Senator McGovern said. “We must begin by phasing out the American military involvement
“I advocate we cut our forces there in half to 250,000 beginning from this day on. That’s what I would do if I had the power to do it.”
