Secret Ballot Proposed

The Czechoslovak Communist Party yesterday became the first East European Communist Party to propose publicly the introduction of secret balloting in internal party elections.
The proposal was contained in a 70-point draft statute, which was seen as a major new step towards liberalisation of the party. The eight-page statute, published as a supplement to the Communist Party newspaper. “Rude Pravo,” also provides for minority groups in the party to stick to their views even when those views differ from the majority.
