Structure Attacked
(N.Z. Press Association) WELLINGTON, April 18. Civil defence should assume more of the character of an emergency precaution scheme, and rid itself of the “pseudo-para-military background" it had at present, the Leader of the Opposition (Mr Kirk) said today. “We feel that some of the deficiencies of the present scheme stem from its structure, which has been constructed on military lines—and on the assumption of preparing for some sort of military attack—rather than on lines designed to cope with the national disaster type of emergency," Mr Kirk said after a meeting of the Parliamentary Labour Party caucus.
