WELLINGTON. The All Black tour of South Africa in 1970 is now only a formal step away.

The council of the New Zealand Rugby Union agreed yesterday to recommend to the annual general meeting of delegates today that South Africa’s “open” invitation be accepted. Dealing with other business. the council’s chairman, Mr T. C. Morrison, said that amalgamation of certain unions was considered desirable and some progress had been made in negotiations. “We are not going to bulldoze unions into marriages they do not want," he said “If we make haste slowly, we will get a better result.” Mr Morrison and the council’s secretary, Mr G. H. Geddes, will have more discussions with administrators

during the annual meeting.

Mr D. Ross, of North Auckland, is certain to be appointed manager of the All Black team to tour Australia this year. His assistant will be Mr F. R. Allen, assistant manager and coach of the All Black team in Britain and France last year. Although the appointments will not be made until Friday, these were the only nominations received.
