11th-Hour Plea To S. Africa

The Security Council tonight called on South Africa to free the 35 men due to be sentenced tomorrow on charges of plotting the overthrow of the South-West African Administration. The Council also condemned South Africa for refusing to heed earlier appeals by the General Assembly. The United States and Britain joined 13 other members in endorsing the resolution, which was submitted by the Council's president (Mr Agha Shahi, of Pakistan) after intensive private consultations. The burden of the argument against South Africa was that the 1967 Terrorism Act, under the provisions of which the 35 were accused, should not be applied to the international territory of South-West Africa, a former German colony administered by South Africa under a mandate conferred by the League of Nations, which mandate the General Assembly revoked last year.
