While this order Is in force no person shall set on fire or cause to be set on fire in the open air any trees or timber, bracken, gorse, broom, lupins, grass, stubble or other plans or debris from forest or land clearing operations, or any other combustible material whatsoever, except pursuant to a written permit. Possession of a permit to burn in no way relieves the person lighting the fire from the full responsibility of keeping the fire under control.
