President Ho Chi Minh of North Vietnam is reported by diplomatic sources to be sick and to have spent much of his time recently away from Hanoi, apparently for the sake of his personal safety, .the “New York Times” News Service reported. United States officials, who have heard these reports sec-ond-hand for several weeks, had been sceptical about them until recently, but are now inclined to give them credence. Administration sources report that President Ho’s public appearances have been few since last spring and that he was last seen at a public occasion in Hanoi on August 31. Washington doubts, however, that his relative inactivity will bring any important or imminent changes in North Vietnam’s conduct of the war or terms for peace negotiations or a settlement.
