Paparua Case For More N.R.B. Grant Money
Paparua was one of the few local bodies that in recent years had received no free grant money from the National Roads Board’s annual allocation of nearly sBm to counties. This comment was made in a Paparua County Council report to the board’s reading needs investigating team, which last month visited Paparua, Heathcote, Halswell, Mount Herbert, Wairewa and Akaroa counties as a follow-up to a proposal for a six-way amalgamation. Paparua’s statement claimed that the neighbouring counties, Malvern and Ellesmere, had received substantial help from the board, yet their reading needs appeared to be much the same as Paparua’s. “The council is far from satisfied that there has been a fair allocation, either to it
or to the No. 14 roads district,” the statement continued. “If this county received the New Zealand county average rate of subsidy of 24s per £ instead of 15s per £ it would be entitled to an extra $60,000 a year. “In view of the extensive foreign traffic using the roads in Paparua, a greater rate of assistance from the road user is essential to speed up the rate of extension to sealed road surfaces.” The statement added that the almost-certain amalgamation of Paparua and Halswell counties gave the board the opportunity to rectify an unsatisfactory position.
