“Serious View”
The authority took a serious view of the position, as the ordinary citizen was bound by the rules, said the chairman (Mr E. J. Bradshaw), when the Christchurch Regional Planning Authority was told yesterday of lack of co-operation by the Canterbury Education Board in planning school sites. Three years ago, said Mr Bradshaw, board officials asked the director of planning (Mr C. B. Millar) for his views on proposed school sites at Roydvale Avenue (Harewood) at Hoon Hay south, outside the urban fence. Mr Millar told the board that the sites were wrong from a planning point of view, and suggested alternatives. The board now proposed early development of a primary school at Hoon Hay, and had designated land for an intermediate school at Withells Road, both sites being outside the fence. The board had asked the Halswell County Council to designate for a school the proposed site at Cashmere Road, Hoon Hay, and the council had asked for re-siting in the urban area that the school would serve. The Crown, said Mr Bradshaw. while not bound by the Town and Country Planning Act, should not condone or be a party to actions which might be contrary to it, and contrary to sound planning The authority received a letter from the Minister of Works (Mr Allen) saying he had called for a report. The Ministry of Works acts as agent for the board.
