50 Objections To Paparua Scheme

When the Christchurch Regional Planning Authority yesterday considered a list of 50 authority objections to the recently-published Paparua County Council’s district planning scheme, members asked why the issues could not have been settled by staff discussions.

Mr D. B- Rich (Waimairi) said it would be a herculean task to deal with the objections on formal lines (through hearings by the council). There were points that Paparua would probably have been glad to have drawn to its attention before the scheme was published. The director of planning (Mr C. B. Millar) said that after preliminary discussions with the council, the authority had gone over the scheme with a fine-tooth comb.

“The county saw fit to advertise the scheme before we had had further discussions,” said Mr Millar. “We were placed in the awkward position of having to formally object to many points.” “If this is the simplest way of doing it, I’m glad I’m not a town-planner,” said Dr W. R. Holmes.

Many of the authority’s objections dealth with what it considered to be omissions in the county plan on county roads associated with the southern motorway. Proposed subdtvisional roads were by no means com-

iplete. it was claimed. There was inadequate parallel linking roading on either side of State highways and proposed expressways. Additional roads were needed parallel to the Akaroa State Highway, the Main South Road and Halswell Junction Road. Around the Main South Road, there should be roads between Montague and Parker streets, Brynley and Neill streets, Neill Street and Garvins Road, a service road through the industrial area north of the Main South Road between Green Lane and Canty Street, and a service road between Curletts Road along the stock route to Alloy Street should be considered.

In the Wigram industrial area, a local road was needed between Lunns Road and MidLincoln Road, paralleling Curletts Road. More roads were needed in the Halswell Junction Road industrial zones, and near the Akaroa State highway, subdivision roads should be shown between Racecourse Road, Middlepark Road, English Street and in the English Street-Yaldhurst Road area.

Plaque.—A request from Mr J. P. Estall to erect a bronze plaque in memory of his mother on a rock near the Bridle Path crossing of the Summit Road was considered. The authority decided to withhold approval, unless there was special circumstances to justify the proposal. Dilapidated.—Told that the “Sign of the Bellbird” building on the Summit Road was in a dilapidated condition, the authority decided to ask the City Council if it planned to re-build or demolish the building.
