May Give Discount On Rate Payments
The cost of accepting rate payments by instalments would be largely
offset by savings elrewhere, and would give a worthwhile service to ratepayers, said the Clerk (Mr A. Kelly), when the Paparua County Council agreed last evening to adopt the scheme in principle.
Mr Kelly said that under the one-payment system, the council received half the rates in the three weeks before final date. He suggested that the council should offer a discount of up to 5 per cent for rates paid within one month, and of 2) per cent on instalments paid within one month of the due date.
The council accepted Mr Kelly’s recommendation to have the rates prepared next year by computer, and decided to ask the ad boc boards if they would allow discount on their rates. "Mona Vale”.—The council “received” a request from the Regional Planning Authority for an indication as to its agreement to help with "Mona Vale” maintenance costs. Town Hall.—lt was decided to meet the chairman of the City Council’s town hall committee (Cr H. G. Hay) to discuss the revised estimate of costs.
Church Corner.—The council supported Regional Planning Authority recommendations for Church Corner traffic control—that parking be prohibited from Hansons Lane to beyond Church Corner, that provision be made to instal traffic lights at Waimairi Road-Hansons Lane with a give-way sign on the Main South Road at Church Comer, and that the National Roads Board improve the corner as soon as possible. Rest Room.—An offer of land from Woolwarths, Ltd, on which to build women’s rest rooms at Hornby was accepted, and it was decided to prepare plans for the building. Hall Wanted.—A deputation from residents had asked
for a ball at the Branston area, the Hornby town committee reported. The council decided to ask the Canterbury Education Board for its views on the use of school halls by the public, it being suggested that the hall could be erected at the new Hornby Intermediate School at Arnyes Road.
Roading.—No allowance appeared to have been made for the growth of the county, said Mr Kelly, reporting that application had been made to the National Roads Board for free grants for work on MidLincoln, Arnyes, Waterholes, Selwyn, Hoskyns and Ellesmere roads in the 1968-69 programme.
Objections.—Mr Kelly said that 30 objections had been received to the council’s district planning scheme. It was agreed to start hearing these on December 11. Fish Plant.—P. Feron and Son, Ltd, were allowed a three months’ extension to March 31, next, to operate their fish-meal plant at Halswell Junction Road, pending completion of a new plant at Lyttelton. Building.—in October, 78 . building permits for work worth $182,442 were issued, compared to 67 permits worth $366,817 in September. In the six months to September 30, permits were valued at $1,887,906, up 14 per cent on the 1966 figure. Denton Park.—A tender of $18,041 was accepted for an amenity block at Denton Park.
