.. (N.S.P.A..Reut«r—Copyright/ WASHINGTON, August 6. A former Republican Congressman claimed' that the late President Kennedy’s Administration asked the Russians in 1963 to consider joint United States-Soviet action to destroy China’s nuclear research bases.
Mr Walter Judd, who represented Minnesota in Congress for 20 years up to 1961, said in a radio broadcast: “The approach was highly discreet, but the Soviets got the message and replied to the questions with a flat ’no’.” The information came from a highly-placed United States official whose anonymity must be protected, Mr Judd said. He did not disclose what form the proposed joint action would have taken. United States officials recalled that some members of the Kennedy Administration thought the best way to destroy China’s nuclear capability waa to bomb ita nuclear plants.
But,- they added, these views were not accepted as United States policy and as far as they knew the Administration did not ask the Russians to agree to the proposal reported by Mr Judd.
