Agreement On Draft

The United States and the Soviet Union have agreed on the draft of a nuclear non-proliferation treaty that will probably be submitted to the Geneva Disarmament Conference soon, authoritative Wshington sources said last night But the draft still lacked a clause regarding inspection and control, the sources said.
It was hoped the nations represented at the conference could agree on the draft’s other points while the United States and the Soviet Union, in consultation with others, continue to try to write an acceptable verification clause. The agreement is an aftermath of the summit conference at Glassboro, New Jersey, between President Johnson and the Soviet Prime Minister Mr Kosygin, although most of the diplomatic “spadework” had been completed long before. The United States Secretary of State, Mr Rusk, and the Soviet Foreign Minister, Mr Gromyko, met in New York on Tuesday night to complete their work, minus the verification clause.
