CONGESTION EFFECTS

Riccarton Rd. Traffic Traffic on Riccarton road had risen by an average of only 2000 vehicles a day since 1959 to its present average week-day flow of 14,900 vehicles, the Regional Planning Authority Engineer (Mr M. Douglass) said yesterday. He blamed congestion and a low standard of traffic service on Riccarton road for the relatively small increase. Giving evidence before the Town and Country Planning Appeal Board, Mr Douglass said that traffic growth had been carried by Blenheim road. On Blenheim road, traffic had grown from 8000 vehicles a day in 1959 to 14,000 a day in 1966. To preserve Riccarton road as access to the Riccarton commercial area and as a through route, Mr Douglass said, developments east of Straven road which were likely to impede traffic should be discouraged.
