Paraguayans yesterday voted for a Constituent Assembly which will almost certainly lengthen President Alfredo Stoessner’s term of office. It is expected to lift a constitutional provision which prevents a President from serving more than two terms and to introduce another provision strengthening the power of the executive. General Storessner—who has been called South America’s last dictator—came to power in a 1954 military coup and first allowed token opposition in Congress in 1963.

He was elected President in 1958 and re-elected in 1963. He will have to step down next year if the constitution is not changed.
